Rochester construction updates West Center Street traffic pattern change On April 9, construction for the future Bernard E. and Edith B. Waterman Building will expand north, closing West Center Street between Third and Fourth Avenues. In 2025, West Center Street shifted to a westbound one-way from First Avenue to Third Avenue. Two-way traffic will resume from Fourth Avenue westward. Patients and visitors are still encouraged to use West Center Street from the west to access the Graham Parking Ramp.
