Rochester construction updates West Parking Ramp Access: December changes Starting at 4 p.m. December 30, underground utility work near the West Parking Ramp will shift further south on 5th Ave NW to W Center Street, reopening 1st St NW. Patients are encouraged to view routing information based on their appointment date. Closures in effect after 4 p.m. on December 30: 5th Ave NW will be closed to through traffic between the entrance for the West Parking Ramp and W Center Street. This closure will remain in effect until spring 2026. West Center Street will be closed to through traffic between 4th Ave NW and 6th Ave NW until spring 2026. The West Parking Ramp entrance and exit will remain open. Traffic control workers will be stationed at key intersections during peak hours to help manage traffic.
